Destinations ofLeavers fromHE (DLHE) Collection Notice

Wewill send information from this survey tothe Higher Education Statistics Agency. HESA isthe official source ofdata aboutͬ³ÇÔ¼ÅÚ universities and higher education colleges www.hesa.ac.uk. This survey information will belinked toother information held about you asastudent, including information you gave when you enrolled, and details ofthe qualification you gained. Your DLHE survey responses will not beused tomake decisions about you

HESA collects, and isresponsible for, the database inwhich your HESA Record isstored. HESA isaregistered charity and operates onanot-for-profit basis. HESA uses the HESA Record, including the DLHE survey responses, itself for its own purposes. HESA also shares information from the HESA Record with third parties. Itmay charge other organisations towhom itprovides services and data. HESA’s use ofthe HESA Record may include linking information from ittoother data, asdescribed further below. All uses ofthe HESA Record must comply with the Data Protection Act 1998 www.legislation.gov.uk/ukpga/1998/29/contents.

The HESA Record including DLHE survey responses are used for three broad purposes:

Purpose 1— Public functions

Information from the HESA Record isused bysome organisations tohelp carry out public functions connected with education inthe ͬ³ÇÔ¼ÅÚ. These organisations are data controllers incommon under the terms ofthe Data Protection Act (this link explains what this means ico.org.uk/for-organisations/guide-to-data-protection/key-definitions/). Such organisations may include:

• Department for Business, Innovation and Skills.
• Welsh Government.
• Scottish Government.
• Department for Employment and Learning, Northern Ireland.
• Higher Education Funding Council for England.
• Higher Education Funding Council for Wales.
• Scottish Further and Higher Education Funding Council.
• Department for Education.
• Research Councils.
• Education Funding Agency.
• National College for Teaching and Leadership.
• National Health Service, including Health Education England.
• General Medical Council.
• Office For Fair Access.
• Quality Assurance Agency for Higher Education.
• And any successor bodies.

The HESA Record may also beused byother organisations who are also data controllers incommon tohelp carry out public functions that are not connected with education. Such users include the Office for National Statistics and the National Audit Office who may use the information tofulfil their statutory functions ofmeasuring population levels and monitoring public expenditure.

The use ofdata byorganisations under this Purpose 1may include linking information inthe HESA Record toother data asdescribed further below.

Purpose 2— HESA publications

The HESA Record isused byHESA toproduce and publish information and statistics. This includes some National Statistics publications (www.statisticsauthority.gov.uk/national-statistician/types-of-official-statistics) and online business intelligence and research services. HESA will take precautions toensure that individuals are not identified from any information which isprocessed for Purpose2.

Purpose 3— Equal opportunity, research, journalism and other processing inwhich there isalegitimate interest

HESA and the other data controllers incommon (see Purpose1) may also supply information tothird parties where there isalegitimate interest indoingso. Examples ofuse for this purpose include:

• Equal opportunities monitoring.
• Research— This may beacademic research, commercial research orother statistical research where this isinthe public interest.
• Journalism— Where the relevant publication would beinthe public interest e.g. league tables.
• Provision ofinformation tostudents and prospective students.

Users towhom information may besupplied for Purpose 3include:

• Higher education sector bodies.
• Higher education providers.
• Academic researchers and students.
• Commercial organisations (e.g. recruitment firms, housing providers, graduate employers).

Information supplied byHESA tothird parties within Purpose 3is supplied under contracts which require that individuals shall not beidentified from the supplied information. Information from the HESA Record, may belinked toschool and/or further education college information and supplied toresearchers. Linking ofinformation inthe HESA Record

Asindicated above, where HESA and organisations covered byPurpose 1above use information from the HESA Record this use may include linking the HESA Record information toother information for example:

• UCAS data.
• National Student Survey data.
• School and Further Education data.
• Student Loans Company data.
• Qualification Awarding Bodies data.
• Tax, Benefits, and Employment data.

About the HESA DLHE Collection Notice

The HESA DLHE Collection Notice isregularly reviewed. The most uptodate version can befound via www.hesa.ac.uk/fpn. Minor updates tothe DLHE Collection Notice (including organisation name changes and clarification ofpreviously specified purposes) may bemade atany time. Major updates (such asanew purpose) will bemade nomore than once per year.
